Shoppers bought less in November than expected.
According to the Office for National Statistics, retail sales fell by 0.3%.
It is the first month on month fall since May.
Analysts believe people are holding of for pre-Christmas bargains after last year’s festive sales.
But it’s thought discounts are less likely this year as retailers have less stock to get rid of.
It is hoped the VAT rise in January will encourage shoppers to make big purchases before the end of the year.
